Park cleaning, but what about repairs???

Today while out and about in the so-called city of Rocky Mount, I decide to ride through Battle Park. Just to see who want was going on.

I was shock to see that their were city workers in the park, clearing the grounds of the old cemetery that is in the park. I had to wonder why, who is coming to the city?

Yet the city can clear the leaves from the cemetery at the park but can't fix the picnic tables at he park or the benches in the park.
